Need Advice To Help Baby Victoria

Hi all been awhile since I have posted. I visit this site often but haven't posted. My daughter and I are having quite a time trying to help our little Victoria with learning to talk with her vent. She will be 3 in April so she is still young yet but we want to help her to at least say one word phrases such as "mommy, daddy,etc.". We know that she can pass air over and make noises as when she cries it comes out loud and clear.
I am not really sure if it is that she just doesn't want to do it or can't do it. She is perfectly normal no brain damage so that is not a concern. I think that maybe she just isn't ready yet. But when the time comes is there anything we can do to try and help her. I have shown picture books and said the words over and over to her to try and get her to repeat what I say but she doesn't.
It has become frustrating at times especially when she starts to sob as we don't always know what is wrong. She did once come out with "Da Da" right after she came home from the hospital but nothing since. \
It breaks my heart to see her living in such a silent world and there is no form of communication on her part. The speech therapist only comes once a month as that is all that is paid for by her insurance. So if anyone has any advice or resource info for us we would greatly appreciate it.

Have you been able to have any luck on teaching her to use it?
