Charlie Horses A Good Sign ?

My quad muscles are very weak, They are the one muscle I've had a real hard time for the last 6 months trying to build back. I have few spasms in my legs but I've noticed for the last couple of months I will get these new charlie horses cramps in my quads. Does anybody think this is a good sign as far as my quads coming back ? I'm about 7 months post injury, walking T11 incomplete.
