Convert Swing-away Footrests To Fixed.

Hi all,
I would like to buy one of these

But currently have swing-away footrests.

I would like to convert them to fixed rests
like these

so I can fix the FreeWheel attachment.

My question is, where can I get the necessary part(s)? I am UK based with an Otto Bock chair but their website does not show anything suitable.
Any ideas, anyone, please?
