When Should The Cervical Collar Come Off?

When I was first injured (C-4/C-5 SCI), the ER did not put a collar on me. I was placed in one when I arrived at rehab 3 weeks later. Furthermore, the therapists and nurses were encouraging me to move my head/neck as much as I could. Is this normal? Is there any reason why they wouldn't put a collar on me? What effects might this have? Is there anyone with a similar experience?
