"frozen" Hands

My mother suffered a C5-6 injury a year ago with a botched surgery. She is completely immobile except for arms and shoulders. Her hands have contracted into tight fists and joints have fused because no one addressed the need for therapy until too late. Now she has great pain in arms, shoulders, neck, hands. I would love for her to have some therapy to loosen muscles and joints and get some use back in her hands. Medicare won't pay for therapy because she showed no "improvement". Drs. haven't been particularly helpful. Looking for advice and/or direction in Kansas City area.
