I was wandering if anybody knows if the new Volvo V70 can have its power steering pump modified to "reduced Effort Steering". I am looking into getting one because it has great electronic features but didn't want to commit if the steering can't be modified.

I've been looking at new cars and a Volvo was one I looked at. Most Euro cars are CAN interface controlled and electric powered not hydraulic steering assist. T
The CAN interface can be a problem tapping into indicators and cruise control (which are on the left hand side of steering column) too so consider that extra cost too. Check with Volvo on tech specs as they may be able to program more assist into steering (yes systems are that sophisticated now - that's how they have self parking steering!...)
Post 2003 Euro cars are practically all CAN wired (twisted pair wiring like a computer network) by EU legislation to save copper wiring.
Don't get me wrong, I'm considering an Audi A3 (my wife found Audi power steering lighter than Volvo, harder than her hydraulic Honda HRV, but Much lighter than my old SAAB 900).
Talk to a local hand control installer.
