Really need help

Hi People!
I need help. I am 39 years young. Living in Latvia (east Europ). I'm lying on bed for 7 years. In 1999 I brok my neck on level C4. I can move my left arm (not palm) Only one who take care after me is my 76 years old mother. My monthly incoming are abaut 90$. Expenses ~100$. I want become more mobile and independent. Firsteful i need well equipt electric wheelchair (can be used)
I shal be thakful for ani sugestion or adwise. And excuse my english :cheers:
