Wheelchair Regulations?

My name is Mark, and I have been paralyzed since October of '07. I am trying to help myself, fellow paras, and other wheelchair dependents in my community by providing free ,thats right free, manual wheelchairs with support from local churches and cooperation with local businesses, but I am having trouble locating any kind of regulation or guidelines pertaining to making a wheelchair. I have ran into the realization that for people without insurance or "good resources" it is difficult to afford a quality chair that promotes independence. I am very mechanically inclined and I used to be a welder, so the manufacturing and designing part is not the issue. The only problem is I could be overlooking a law that clarifies who makes a chair and how they make it. I have the resources to patent and take care of filing forms I just don't want to put the church or myself at risk. Any point in the right direction would be greatly appreciated, this is again, not for profit and the chairs will be given away for free. Hello,
Think you have to register and comply with rules of MHRA. You would have to contact them as you need to be registered to sell in UK.
Not 100% sure but I think this is the case.
