Can Exercise Make Tone & Sensations Worse?

My sister Stephanie suffered a C3/4 incomplete injury 20 months ago - she's quadriplegic. She asked me to post this topic as she's very concerned that she thinks she's going backwards in that, for the last few weeks, any exercise seems to make her " tone " increase & adverse sensations become worse!! She used to do so much exercise but now she's loath to do any exercise at all! Perhaps I should add that she has no feeling in her arms & legs - only very limited movement!
Anyone out there got any ideas?

Anyone can be affected by different conditions post SCI, that can cause a loss in function/ sensation.
Mainly, a syrinx (syringomyelia), or post-traumatic tethered cord or the most common causes.
If she's noticing a loss in function, an MRI of her C-spine at the injury level is the first step to take to verify whether she has a syrinx or not.
