Why would you avoid? I don't rush but if I see they make eye contact with me and I them, then I take it from there. If they smile and wave a bit, well I will then introduce myself. I am pretty outgoing though. I live in a small town and there aren't a lot of us, so I want to know them so we can stick together!!
