Looks as though the main beneficiaries of the new scheme will be the Local Authorities. The reference to enforcement amounts to hogwash as there will not be any more checks than at present i.e. hardly any.
This para made me laugh:
The legislation has been changed so that local authorities can charge successful applicants up to a maximum of £10. It will still be for local authorities to decide the fee that will be payable locally.
Anybody want to bet on how many LA's will charge less than £10?

As far as I can see, the only good thing is this line -
independent mobility assessments may result in some people not being able to get a badge at renewal.
(As long as the RIGHT people are excluded.)
