i recently got shot crime victims sent me a letter stating taht i did not cooperate with them that is not true i never once was visited by any one. can some one give me some advice?

Most organizations have some kind of appeals process in place. I suggest that you first call whoever sent you the letter,, and ask what you need to do to start that process. It's still a little early to think about legal action. If arbitrary decisions can be made,, they can also be changed.
The best old saying to fit this situation is this 'The squeaky wheel gets the grease",,, in other words,,, make them HEAR you,,, and keep making them,,, they'll eventually do what ever they have to do, to shut you up. Phone calls are better than letters, for getting results,, but letters are better,, for evidence, later on.
