Is This A Good Power Chair?

My husband has been using a manual wheel chair for 27 years. His shoulders have gone bad, and he needs a power chair. he has no idea what to look for in a power chair. He would like to know your opinion on this chair: http://cgi.ebay.com/...1QQcmdZViewItem

He would like to be able to use the chair for going over grass and such, but not necessarily super rough terrain.

p.s. the bid on that chair is over pretty soon, so speedy responses would be much apreciated.
