My old housemate and I had our old police force (Uxbridge) as a B.T. Friends and Family number we called them that many times. It worked in the end, (nothing is simple though)
Unfortunatley the law is an ass! Although if they are council tennants it is easier than private tennants if you can prove your grieviences.

Here in the states, the police will tell you their hands are tied till the guy does something overtly illegal, such as following through on his threat to kill you. Less paperwork and more time fer doughnuts. Sorry Motor.
Any time the guy does ANYTHING that you percieve to be as of an undue nature, make sure it's documented. And witnessed, more importantly.
Here's what ya do.
Slowly, subtley methodically, push this guys buttons. Little things that you know will piss him off.
Question his manhood. Infer that he has a butt ugly girlfriend. Stuff like that. But without being overt. Kinda like a really persistant fly buzzing around his ear. Too quick and too clever to be shooed away.
When he looks like he's about to go nutso, back off a little, let him calm down a bit. Wait a little while and start over. Like shampooing, rinse and repeat, rinse and repeat. Won't take too long before the anger and resentments overtake what's left of his sense of propriety, and therefore, his control. At which point he's gonna snap like a dried twig in the hot summer sun.
Done right, late one night when he's half lit, the guy will go completely f*@king BERSERK-O-ROONY!
Have videos, witnesses, maybe a council member or two nearby to see the guy in all his acrimonious, drug adled glory. Make sure you have a mate or two to keep him away from you, and everyone can have a big laugh as he's taken away in a straight-jacket by the boys in white.
End of problem.

Thanks again for the replies and E-dog i was thinking along the same lines LOL but i will take the council route first if that has no effect i will try other forms of getting the problem sorted.
I will have to wait over the weekend so i hope nothing happens it is my girlfriend that i dont want anything to happen to i dont really care about myself having to deal with things.

If you don't have any "muscle" to back you up, then speak to some local lads and get them to come with you when you bang on his door to explain - no doubt, he'll gob off to them also and then the focus will shift from you. But he'll also get a fright as he'll be the victim now, and hopefully he'll realise that too much pain will come his way if he continues his course of action.
He's obviously taken a dislike to you so you need to make him think a bit more, so he can weigh up his options before he does anything else. For sure, if you were the local hard-man he'd decide it wasn't in his best interest to antagonise you, because he'd come off worse - that's the message you need to get into his head.
Or you can make a diary of how you've let things get on top of you and how you've allowed yourself to become more and more of a victim, until it's gone too far and either he's done something excessive or you've exploded and done something mad, and you end up with the problems.
As much as you may not see it now, we're all partly responsible for how we allow people to treat us! Think about this... "Stress comes from the things you don't do, not the things you do!"
Go for it mate! Get this sorted and you'll be on top of the world!

I've met and dealt with a great number of them in my 62 years, and I think I should let you in on something.
Many bullies are really cowards when confronted. Most are not.
They act in the ways that they have been taught,,,,that is, what has worked for them in the past.
They are , for the most part, not rational people. They don't see themselves as in the wrong, and will feel quite justified in inflicting pain on those who THEY see as wronging them.
As for bringing the lads over to threaten him,,,,Do you plan to have them move in with you?
Hey,,,, maybe it will work,, but in my experience that would be about a one in ten chance. And about a three to five that he would retaliate. Either then,, when it would make you look bad in the eyes of the law,, or later when you ( or your friend) would be on your own.
I'm in the states, and am not knowledgable of your laws. Here, if threatened with death or bodily harm and the act is witnessed by someone not involved, it is assault ( if they touch you it's assault and battery) for which he can be arrested. I should think that the laws of our two countries should be similar here.
A lawyer might be a good next move.
My advice is to use care in dealing with this guy. Bullies are bad enough , but drunks and dopers are worse. No matter what, he will feel he was right and you were wrong.

Here (Florida), we have very liberal gun laws and a great concept called stand your ground, meaning if some jerk comes banging on my door threatening to kill me, I could splatter his brains all over my lawn and not be prosecuted. I like it that way.

Make it mandatory to carry a gun. People WILL be a lot more polite.
Things will eventually sort themselves out,,,, and overpopulation won't be as much of a problem.

First of what dog are you talking about. Am I blind? LOL.. Now down to business. First try to set up a video camera and tape his actions. Also a voice recording of any confrontations will force action to be taken sooner rather then later! Here in Florida & where I'm from in NY there is a NO RETREAT POLICY. Which means once on or in your property you don't have to retreat..just shot to kill. If he is a drunk buy him a bottle to make peace, but lace it with rat poison or arsenic. NOW AS FAR AS THE COP AND DONUT JOKES..WTF. In NY I worked midnight to 8am and there was nothing else open to eat anything. Coffee as a policy was free there and at 7-11s. Thats why you always see cops there. I actually like Krispy Kream Donuts better! I actually arrested some kids that spray painted all 50 parking spots in front of Dunkin Donuts with "Police Parking Only" Although it was funny it was criminal mischief!

Regarding some of the suggestions you secretly record or videotape him-better check your local laws on that. There are places here in the US where it's illegal to do that and it can get you in as much or more trouble than whatever the person you recorded did. As far as the suggestion of poisoning him, over here, we call that murder-might want to check local laws on that one too.
