Hi i did not know where to post this but i have a problem, i live in a comunal block of 4 flats council owned and i have been putting up with noise from the flat above and not complained, until last week when it became so unbearable that i went without sleep for a couple of days. Upon reciept of his letter today he went totally mental tried to kick my door in and threatened to kill me then decided to attack my girlfriend who was on her way to pick her kids up from school and doesnt even live here. We called the police who came round turns out he is an alcoholic and drug abuser the council officers for were i live also came round and between the police and the council they decided to offer this guy councilling!!! now i cant go out of the flat unless i have someone with me as i dont know what he will do the council officers didnt even bother to come and make sure we were ok. Although i dont mind defending myself it is different when this guy is off his face on drugs and alcohol i need some advice on what to say to the council because we just dont know what to do.
If anyone can help me it would be very much appreciated.

Hey Silone how are you. By the sound of it pissed off! Buy a gun or a Taser. Maybe a big dog! Try getting an order of protection against him As a cop in the US that is what I would tell a victim. Of course the gun would be a legal one. Go in person to the police station that covers your area and speak to a supervisor. Document all incidents and advise the council that when and if something happens to you a visitor they will be held liable! Threaten a lawsuit!

Guns (as a rule) are illegal in the UK. My understanding (although limited) is that it needs to be sat out. A diary needs to be kept of unsocial behaiour and the police (and local council) kept updated where necessary.

My old housemate and I had our old police force (Uxbridge) as a B.T. Friends and Family number we called them that many times. It worked in the end, (nothing is simple though)

Unfortunatley the law is an ass! Although if they are council tennants it is easier than private tennants if you can prove your grieviences.

Here in the states, the police will tell you their hands are tied till the guy does something overtly illegal, such as following through on his threat to kill you. Less paperwork and more time fer doughnuts. Sorry Motor.
Any time the guy does ANYTHING that you percieve to be as of an undue nature, make sure it's documented. And witnessed, more importantly.
Here's what ya do.
Slowly, subtley methodically, push this guys buttons. Little things that you know will piss him off.
Question his manhood. Infer that he has a butt ugly girlfriend. Stuff like that. But without being overt. Kinda like a really persistant fly buzzing around his ear. Too quick and too clever to be shooed away.

When he looks like he's about to go nutso, back off a little, let him calm down a bit. Wait a little while and start over. Like shampooing, rinse and repeat, rinse and repeat. Won't take too long before the anger and resentments overtake what's left of his sense of propriety, and therefore, his control. At which point he's gonna snap like a dried twig in the hot summer sun.
Done right, late one night when he's half lit, the guy will go completely f*@king BERSERK-O-ROONY!
Have videos, witnesses, maybe a council member or two nearby to see the guy in all his acrimonious, drug adled glory. Make sure you have a mate or two to keep him away from you, and everyone can have a big laugh as he's taken away in a straight-jacket by the boys in white.
End of problem.

Cheers guys i am putting a letter together with all the stuff that has gone on in it and i am going to organise a meeting with the council on monday to see if they do something about it i will tell them as mentioned that i will hold them liable if anything happens it is frustrating as i know for a fact if i was not in this chair he would never have come round

Thanks again for the replies and E-dog i was thinking along the same lines LOL but i will take the council route first if that has no effect i will try other forms of getting the problem sorted.
I will have to wait over the weekend so i hope nothing happens it is my girlfriend that i dont want anything to happen to i dont really care about myself having to deal with things.

He needs to be persuaded that if he decides to continue doing what he does, he's going to pay a heavy price - whether it be legal or other. Don't let him make you into a victim!

If you don't have any "muscle" to back you up, then speak to some local lads and get them to come with you when you bang on his door to explain - no doubt, he'll gob off to them also and then the focus will shift from you. But he'll also get a fright as he'll be the victim now, and hopefully he'll realise that too much pain will come his way if he continues his course of action.

He's obviously taken a dislike to you so you need to make him think a bit more, so he can weigh up his options before he does anything else. For sure, if you were the local hard-man he'd decide it wasn't in his best interest to antagonise you, because he'd come off worse - that's the message you need to get into his head.

Or you can make a diary of how you've let things get on top of you and how you've allowed yourself to become more and more of a victim, until it's gone too far and either he's done something excessive or you've exploded and done something mad, and you end up with the problems.

As much as you may not see it now, we're all partly responsible for how we allow people to treat us! Think about this... "Stress comes from the things you don't do, not the things you do!"

Go for it mate! Get this sorted and you'll be on top of the world!

I have a few favours i can call in if needs be but i want to get him out of this block for good eviction is what i want to happen i dont think he should be allowed to do as he pleases and then plead for help because he is an alcoholic and drug addict.

What we have here is a bully. Anyone who feels that they have the right/ability to get their way by means of threat or force.

I've met and dealt with a great number of them in my 62 years, and I think I should let you in on something.

Many bullies are really cowards when confronted. Most are not.

They act in the ways that they have been taught,,,,that is, what has worked for them in the past.

They are , for the most part, not rational people. They don't see themselves as in the wrong, and will feel quite justified in inflicting pain on those who THEY see as wronging them.

As for bringing the lads over to threaten him,,,,Do you plan to have them move in with you?

Hey,,,, maybe it will work,, but in my experience that would be about a one in ten chance. And about a three to five that he would retaliate. Either then,, when it would make you look bad in the eyes of the law,, or later when you ( or your friend) would be on your own.

I'm in the states, and am not knowledgable of your laws. Here, if threatened with death or bodily harm and the act is witnessed by someone not involved, it is assault ( if they touch you it's assault and battery) for which he can be arrested. I should think that the laws of our two countries should be similar here.

A lawyer might be a good next move.

My advice is to use care in dealing with this guy. Bullies are bad enough , but drunks and dopers are worse. No matter what, he will feel he was right and you were wrong.

Hi i had a meeting with the council today and gave them a letter with everything that has been done and all the noise that has been happening i was told that they can not do anything about it and to keep a log of any other noise or behaviour of the tenant in question he went on to say that when he has spoken to the tenant he seems all calm and easy to talk to so i felt abit put out as he obviously puts on the charm when needed it made me feel as though the council did not believe what i was saying to them,any way i will have to keep records now but this is just a pain to do i dont want to turn into a spy just to prove this guy is a wanker and i am not going to get this sorted going down the softly softly route.

Damn, what a nightmare. As much as I hate saying it, have you considered moving? Doesn't sound like your govt. has given you much of a choice. Can't believe they expect you to just sit there and document everything he does to you. What are they going to do, wait till your last journal entry says "He broke down the door-he's coming towards me-he's got a kniAAARRGGHH" To decide to evict or prosecute the guy?

Here (Florida), we have very liberal gun laws and a great concept called stand your ground, meaning if some jerk comes banging on my door threatening to kill me, I could splatter his brains all over my lawn and not be prosecuted. I like it that way.

Make it mandatory to carry a gun. People WILL be a lot more polite.

Hi all again i have just seen the guy from upstairs argueing with a couple over the road so i went over after he had gone and asked what was the score they told me he was drunk and almost kicked there small child so i told them the story and they are going to put a complaint also about his behaviour now this couple are a well known and liked family around here and they are going to bring this matter up at the resident meeting, the women also told me she grew up with the mad guy and she said he is a sandwich short of a picnic and is known to quite a few people on the estate so this also makes me ask why the council placed this guy in a block of flats that is meant for elderly and disabled people? Any way i am not going to let this drop now so i will keep getting others on side and try to get this guy moved away.

How long has he lived there? Betcha he's had problems with others. and If not there then where ever he lived before. Who knows, maybe he's living where he is cuz he had to leave where he was.

Maybe this guy IS disabled? IN THE HEAD! but seriously maybe this is why he indeed DOES live where mostly disabled and ederly people live. Thought the environment might help...not that I'm condoning this behavior in any way...and if indeed he is infact that mental to act this way, might he be placed somewhere that can help him...like in the physc ward.

First of what dog are you talking about. Am I blind? LOL.. Now down to business. First try to set up a video camera and tape his actions. Also a voice recording of any confrontations will force action to be taken sooner rather then later! Here in Florida & where I'm from in NY there is a NO RETREAT POLICY. Which means once on or in your property you don't have to retreat..just shot to kill. If he is a drunk buy him a bottle to make peace, but lace it with rat poison or arsenic. NOW AS FAR AS THE COP AND DONUT JOKES..WTF. In NY I worked midnight to 8am and there was nothing else open to eat anything. Coffee as a policy was free there and at 7-11s. Thats why you always see cops there. I actually like Krispy Kream Donuts better! I actually arrested some kids that spray painted all 50 parking spots in front of Dunkin Donuts with "Police Parking Only" Although it was funny it was criminal mischief!

Sounds like things are looking up for you...sort of. Finding others he is attacking or bullying and getting them to complain should get him run out of there. I'll bet as word gets around and people fnd out they aren't his only victims many more will come forward.

Regarding some of the suggestions you secretly record or videotape him-better check your local laws on that. There are places here in the US where it's illegal to do that and it can get you in as much or more trouble than whatever the person you recorded did. As far as the suggestion of poisoning him, over here, we call that murder-might want to check local laws on that one too.

The dog,she is a full pedegree staffy she looks small in the photo but she is solid she aint no cross lol she is protective and i would let her go if any thing happened while she was with me i also bought my girl friend a staff but she is only 9 month old the dog that is not my girl friend lol

I have been into see the head of the housing and told him to get this sorted because if needs be if he starts to kick off again they have been warned and i will now take things into my own hands and what ever i have in those hands at the time,he has since the other time smashed the communal entrance door and shouted and threatened the elderly neighbour across the hall from me so i have had it with this shit now he is gonna get some serious come back from this.

I used to before my accident be more of a act then think after kind of person as said before on other posts i used to train in MMA i was hoping to sort this out the right way so to speak but now its just getting stupid i have lost faith in the police and council so what happens happens thats all i will say but i wont take this any more.
