New Health And Safety Law - Travelling In Vehicles

I heard today that if someone is traveling in a vehicle in there wheelchair, that it is against the law not to have head rests. They also told me that a London taxi, and and an ambulance can refuse to take a wheelchair without them. Has anyone any info on this matter?
Is it a new law, here in the UK?

I do know insurance wise they wont pay out injury wise without a head rest.
You actually get a London cab to stop. Good skills:)
Not heard of any new legisation,maybe the are just starting to inforce something that has past peviously.
If it don't make sense I blame the voice typing software misunderstanding me not my failure to listen in English classes!

An interesting thread so thanks for bringing it up.

I've always wondered about the lack of a head rest when I travel in my vehicle. I have a VW Sharon, which I bought from Brotherwood almost 3 years ago. I have no head rest on my chair, neither does my vehicle have a swing out head rest.

I did ask about one, but was told it was impossible to do, as different chairs are all different heights.

I don't feel particularly safe being without a head rest, and I cant fit one to my chair. The insurance issue is a problem, as we all know if they can wriggle out of paying, they will do.
